ANSI/ASIS Organizational Resilience Standard

Dear Volunteer Leaders:

 It is imperative that security management professionals voice their support for the ANSI/ASIS Organizational Resilience Standard as a preparedness standard in the PS-Prep Program by submitting comments to the Federal Register Public Notice/Docket ID: FEMA-2008-0017.  Comments are due 11/15/09.  As I have been saying all year, Standards and Guidelines are going to be written.  We need to be at the table in a leadership role and this is our opportunity.

The following are instructions for submitting comments:

Some Points to consider:

  • It is the only preparedness standard that takes an enterprise-wide view of risk management, enabling an organization to develop a comprehensive strategy to prevent when possible, prepare for, mitigate, respond to, and recover from a disruptive incident.
  • It is also the only preparedness standard that is 100% compatible with existing ISO management system standards (such as ISO 9000, ISO 14000, ISO 27000 and ISO 28000), thus enabling a cost-saving integrated application.
  • The choice of which standard to use should be what fits a company’s business and management style.  They all help improve preparedness, so any of the three standards identified in the Federal Register should be adopted by the PS-Prep Program.

In 1966 there were 4,600 licensed security guards and private investigators working in Ontario. Today there are over 40,000 in Ontario alone, with about 600 licensed agencies providing private security services. Ontario’s Private Security and Investigative Services Act came into effect in August, 2007 to license everyone entering the field, regulate the industry, and enforce a Code of Conduct, The Canadian Security Professional Guide is very much a “hands-on” reference for the security officer/guard working anywhere in Canada as well as very useful for those who train these persons. It provides benchmark standards for all the contingencies that arise in the day-to-day performance of one’s duties in commercial loss prevention, personal protection, and mobile response. It is compliant with the federal security officer/guards training program under the Canadian General Standards Board. The Canadian Security Professionals Guide is a much needed resource for the private security industry. It is a practical tool that references Canadian best practices and laws to be utilized in the field of private security. This book encompasses information useful to security personnel as well as those responsible for security training. It will act as a resource that is quick and easy to use. Security personnel will be able to enhance their knowledge or refresh their training skills and maintain proficiency throughout their varied duties.  This guidebook is designed to assist the frontline security officer/guard, security supervisor, loss prevention officer, close protection officer, and the mobile response officers throughout Canada within their jurisdictions.

About The Author

Christopher Menary is the President of the Centre for Security Training & Management Inc. that is a private professional training centre designed specific for security personnel located in Toronto, Ontario, Canada. He co-founded and established the Centre in 1997. In 2003, Mr. Menary received the Canadian General Standards Board (CGSB) certification from the Government of Canada to train the Federal Security Officer training program. Christopher currently sits on the CGSB Security Guard and Supervisor Training Standards Committee for Public Works and Government Services Canada (PWSGC) as well as a sub-committee tasked with developing standards for Use of Force principles, Use of Restraints (handcuffing) and Impact Weapons (Batons). Christopher also sits on a sub-committee to develop a standardized examination for the CGSB Security Guards and Supervisors. Christopher has consulted with or appeared in the media on many occasions to provide an expert opinion on security related issues. He has been featured on Global National News as their security consultant. Christopher holds the office of a Commissioner of Oath of Ontario and is a current American Society for Industrial Security (ASIS) member and sits on the ASIS Toronto Chapter committee as the speaker liaison. Christopher is a registered member of the International Associations of Personal Protection Agents (IAPPA). In June 2009, Christopher became the National Director representing Canada for the IAPPA close protection and bodyguards. Mr. Menary is an active member with the International Counter-Terrorism Officers Association in New York City. Christopher was requested by Triform Memo Books to redesign the memo book applications specify for security personnel across Canada. Mr. Menary was the program developer creating the Basic Security Guard Training Program for submission to the Ontario Ministry of Training Colleges and Universities Private Career Colleges section.
